1. GENERAL INFORMATION

Duration: 80 Hours / 10 Days
Payout:

• ₹1500.00 per passout candidate (Paid Training Center)
• ₹1000.00 per passout candidate (Unpaid Training Center)

Target: 240 candidates per TC per month

2. INTRODUCTION

Atal Skill Development Training Centers (ASDTC), a flagship initiative of Atal Foundation, is dedicated to bridging India’s skill gap by providing industry-relevant vocational training. ASDTC has successfully trained over 31,000+ candidates in the last 5 years through CSR-backed programs, achieving a 75%+ placement success rate. ASDTC collaborates with various Sector Skill Councils (SSCs), corporate partners, and government agencies to ensure training meets industry demands.

The objective of this RFP is to invite proposals from experienced training providers to execute skill development programs that enhance employability and foster entrepreneurship.

3. SCOPE OF WORK

The selected training partners will be responsible for:

• Conducting 80-hour training programs over 10 days.
• Mobilizing and enrolling eligible candidates.
• Delivering industry-standard curriculum using innovative teaching methodologies.
• Organizing assessments and certifications.
• Ensuring minimum placement targets as per program guidelines.
• Submitting periodic progress reports and compliance documentation.
• Providing required infrastructure, trainers, and support systems.

4. ELIGIBILITY CRITERIA

Interested training organizations must meet the following requirements:

• Must be a registered / empanelled Training Center with experience in vocational training.
• Should have requisite infrastructure and training facilities.
• Trainers must have industry-relevant certifications and experience.
• Ability to maintain a minimum 70% attendance and completion rate.
• Prior experience in government skill development programs is preferred.
• Commitment to post-training placement and tracking of candidates.

7. Data Entry Operator Training

• Training Content: Basics of computer operations, typing skills, data entry software, documentation techniques.
• Expected Outcome: Proficiency in data entry with knowledge of MS Office and data accuracy.

2. Domestic IT Help Desk Training

• Training Content: Troubleshooting, basic networking, system maintenance, customer support.
• Expected Outcome: Ability to manage IT service requests and provide first-level tech support.

• Expected Outcome: Ability to assist in beauty services and skincare routines.

2. Hair Stylist Training

• Training Content: Hair styling, cutting, coloring, salon services.
• Expected Outcome: Competence in hairstyling and customer consultation.

• Training Content: AC installation, repair, maintenance, safety protocols.
• Expected Outcome: Skills to diagnose and service AC systems.

2. Plumbing Supervisor Training

• Training Content: Piping systems, fittings, maintenance, site supervision.
• Expected Outcome: Ability to oversee plumbing projects.

7. FINANCIAL TERMS

• Payout per passout candidate:
  • ₹1500.00 for Paid Training Centers (TC)
  • ₹1000.00 for Unpaid Training Centers (TC)
• The training provider must maintain detailed records for audit and verification.
• Training centers must ensure a minimum of 85% candidates appear for assessment.
• Payments will be disbursed upon verification of attendance, completion, and assessment records.
• The training provider must maintain and submit min 04 Geo Tagged daily attendance photographs.
• The training provider must maintain and submit minimum two videos of Class with duration of 15 min.
• Atal Skill Development Training Centers will provide technical support for assessments and certification.

8. EVALUATION CRITERIA

Proposals will be evaluated based on:

• Organizational experience and capability including prior experience in Skilling domain (10%)
• Availability of ToT Certified Trainers and Staff Members (5%)
• Ready to Operate Infrastructure: Operation can be started immediately after MoU (10%)
• Batch Readiness:  Batch can be commenced within week (15%)
• Training methodology and curriculum quality (15%)
• Infrastructure and trainer credentials (20%)
• Past performance, success rate & reputation (15%)
• Financial proposal and cost efficiency (10%)

9. SUBMISSION GUIDELINES

Interested organizations must submit the following documents:

1. Organization Profile and Experience (For New Applicants Only)
2. Detailed Training Plan and Curriculum (Mandatory To be Submitted by All TC)
3. Trainer Profiles and Certifications (Mandatory To be Submitted by All TC)
4. Facility and Infrastructure Details (Mandatory To be Submitted by All TC)
5. Financial Proposal with Cost Breakdown (Mandatory To be Submitted by All TC)
